In short
- To fly a drone you must meet one of two conditions: a valid remote-pilot licence, or age 16+ in general operation under the direct supervision of a pilot-in-command.
- The drone itself generally needs a registration certificate.
- The pilot-in-command is responsible for the safety of the flight from start to finish.
- Commercial or paid flight requires a licence, insurance and appropriate certification.
Who may fly
The core regulation sets two legal routes to flying a small UAS: a remote-pilot licence, or flying from age 16 in general operation under the direct supervision of a qualified pilot-in-command.
What the rule says
A person may not fly a small UAS unless one of the following applies: (1) they hold a valid remote-pilot licence and current aeronautical knowledge; or (2) they are at least 16 and fly the small UAS in general operation under the direct supervision of a pilot-in-command.
In other words: someone without a licence may still fly, if they are at least 16 and under the direct supervision of a pilot-in-command. Anyone acting as the pilot-in-command must hold a licence.
A registration certificate for the drone
Beyond the pilot's licence, the drone itself generally needs a registration certificate. The exact scope of the obligation — including the weight threshold from which it applies — is set in the regulations and published by the Civil Aviation Authority. Keep the registration certificate and present it on request.
The pilot-in-command's responsibility
Every operation has a single pilot-in-command — directly responsible for safety, from the moment the drone is ready to move until it comes to a full stop. The responsibility includes planning that minimizes risk to people and property, and keeping continuous visual line of sight (VLOS) throughout the flight.
What the rule says
The pilot-in-command is the direct and final professional authority for the safe operation of the small UAS system … from the moment the small UAS is ready to move for takeoff until its full stop at the end of operation and shutdown of its main propulsion.
Commercial or paid flight
Paid photography, surveys and work for a client count as commercial operation. Here a licence, third-party insurance and appropriate certification are additionally required. The full details are published by the Civil Aviation Authority.

Frequently asked questions
From what age can you fly a drone?
From age 16, in general operation under the direct supervision of a pilot-in-command. Anyone acting as the pilot-in-command needs a remote-pilot licence.
Do you need a licence to fly a small drone for fun?
You can fly without a licence if you meet the condition of age 16 and direct supervision of a pilot-in-command. The drone itself generally needs a registration certificate.
What's the difference between recreational and commercial flight?
Paid flight, or flight for a client, is commercial operation and requires a licence, insurance and certification. Recreational conditions are lighter.
Is this guide a flight authorization?
No. It is general information current as of the update date. For a point-specific check use the app, and for approvals use the official bodies.
